Call for Papers – Re-Thinking the Governance and Measurement of In-Work Poverty for Women

Workshop Overview

Despite sustained increases in women’s labour market participation across the UK and Europe, in-work poverty remains a significant and growing social challenge. Emerging evidence suggests that women experience distinct and often hidden forms of economic vulnerability that are inadequately captured by conventional poverty measures. In particular, household-based indicators frequently obscure gendered inequalities in income distribution, labour market opportunities, and unpaid care responsibilities, leading to an underestimation of women’s exposure to poverty despite employment.

This workshop aims to bring together scholars, policymakers, and practitioners to explore the gendered dimensions of in-work poverty and examine how measurement frameworks, labour market institutions, welfare systems, and care regimes shape women’s economic well-being. The event seeks to foster interdisciplinary dialogue and identify innovative approaches for addressing persistent inequalities and breaking cycles of poverty across generations.

We invite theoretical, empirical, methodological, and policy-oriented contributions on all related topics, such as type of employment, care work, intergenerational perspectives, and emerging issues such as AI, to name a few. Academics, early-career researchers, doctoral students, policymakers, and practitioners are all welcome to submit. We particularly encourage submissions that adopt interdisciplinary, comparative, and intersectional perspectives and that contribute to advancing both scholarly understanding and policy responses to gendered in-work poverty.

Submission Guidelines

Please submit an abstract of a maximum of 300 words outlining:

  • Research question and objectives.
  • Methodology and data.
  • Main findings (if available).
  • Relevance to the workshop theme.
